Add your business's privacy policy and terms of service URLs to Volume Reach — required before completing A2P SMS registration.
Overview
Before you can register for A2P 10DLC SMS messaging, the carriers and the Campaign Registry require that your business have publicly accessible compliance pages: a privacy policy and terms of service. These documents tell your contacts how their information is used and what they agree to when engaging with your business.
You will need to enter the URLs for these pages into Volume Reach as part of the A2P registration process. Without them, your campaign registration cannot be completed.

How It Works
What You Need
Before starting compliance page setup in Volume Reach, you need two things to already exist:
- A privacy policy page — A publicly accessible web page that explains what personal data you collect, how you use it, who you share it with, and how people can request changes to their data.
- A terms of service page — A publicly accessible web page that describes the terms under which you operate your business and provide your services.
Both pages must be live and accessible via a public URL (starting with https://). Pages that require a login to access will not be accepted.
Adding Your URLs to Volume Reach
- Go to Settings > A2P.
- In the compliance section, enter the URL for your privacy policy.
- Enter the URL for your terms of service.
- Save your changes.
These URLs will be submitted to the Campaign Registry as part of your brand and campaign registration.
What Makes a Valid Compliance Page
Carriers and the Campaign Registry review your compliance pages during the registration process. Pages that are too generic, clearly copied from another business, or missing required information are common causes of registration rejection or delay.
A strong privacy policy should address:
- What personal information you collect (names, phone numbers, email addresses, etc.)
- How you use that information (to contact them, for marketing, etc.)
- Whether you share data with third parties and under what conditions
- How long you retain data
- How users can request deletion or correction of their data
A strong terms of service should address:
- Who you are as a business
- What service you provide
- How users can opt out of communications
- Your contact information for questions or disputes
SMS-Specific Language
Because Volume Reach is used for SMS outreach, your privacy policy should specifically mention text messaging. Carriers look for language confirming that:
- You obtain consent before sending SMS messages
- Users can opt out by replying STOP
- You do not sell or share phone numbers collected for SMS purposes
Tips & Best Practices
- Use your actual business name throughout both documents. Generic or template documents that do not reference your specific business are frequently flagged during carrier review.
- Link to your compliance pages from your website's footer. Carriers expect these pages to be easy to find, not buried deep in your site structure.
- Keep your pages up to date. If your data practices change, update your privacy policy promptly. An outdated policy creates legal risk.
- Avoid copying another company's policy verbatim. Template privacy policies are fine as a starting point, but they need to be customized to accurately reflect your actual practices.
- Confirm both URLs are live before starting A2P registration. Broken or redirect-only URLs will cause your registration submission to fail.
